(a) There may be chapters of the Association established in all centers of populations within the territory covered by Article III of the Constitution as and when the Board of Directors feels such expansion is in the best interests of the Association and the game of intercollegiate football. The number of chapters may also be reduced to divided as and when the Board of Directors feels such contraction is in the best interests of the Association and the game of intercollegiate football.
(b) A member or prospective member shall be affiliated with the chapter nearest to where he permanently resides, except that in a case where he resides outside the city limits of the headquarters of a chapter and is within a radius of 50 miles of two or more chapters, he may elect chapter affiliation.
(c) Chapters shall be subject to the authority of the Association and the Board of Directors. When provisions of a Chapter Constitution and/or By-Laws shall be in conflict with the Constitution and By- Laws of the Association, the Association's Constitution and By-Laws shall prevail.
